 Description: The Department of Climate Change and Energy Efficiency (DCCEE) delivers the Australian Government's Climate Change legislation, policies and programmes. The Department is seeking applications for inclusion on a Multi-Use List of potential suppliers who can meet the conditions of participation to provide remote sensing data analysis services to support the National Carbon Accounting System (NCAS) for a period from August 2010 to June 2012.
 - Multi-Use List is a procurement activity which pre-qualifies suppliers who may wish to participate in a select tender process as and when the Department requires remote sensing data analysis services in future. Inclusion on a potential suppliers list recognises that the service provider has met the conditions of participation but does not guarantee a contract.
  - Inclusion on the Multi-Use List is not based on comparative assessment of value for money and suppliers are not required to provide indicative pricing of services at this stage. A request for quotation will be issued for discrete work packages as and when data analysis services are required by the Department to qualified suppliers on the Multi-Use List. Work will be allocated based on comparative assessment of value for money for each work package.

An information session can be hosted in Canberra to clarify required services if there is sufficient interest from the applicants. Please register your interest if you would like to attend the information session by 12 July 2010.
 Conditions for Participation:
REGISTRATION AND CALIBRATION ACTIVITIES (INCLUDES CLOUD MASKING):
  · Demonstrated experience in the geo-rectification of multi-spectral images to a common base using control points.
  · Service providers able to access PCI Geomatica software licenses when required as outlined in NCAS technical specification documents.
  · Demonstrated experience in accurately digitising vectors around specific features in an image such as clouds, cloud shadows, severe haze, smoke, and data dropouts.
· Key personnel with necessary technical skills with specific reference to registration and calibration
 MOSAICING:
  · Demonstrated experience in generating large area multispectral image mosaics.
  · The ability to re-sample multi-spectral satellite imagery.
  · The ability to generate and attribute vectors from raster data.
· Key personnel with necessary technical skills to undertake image mosaicing.
 THRESHOLDING ACTIVITIES (INCLUDES FIRE MASKING):
·  Key personnel with advanced satellite image interpretation skills with specific reference to vegetation analysis.
·  The ability to visually determine representative training sites for different land cover types.
· Demonstrated experience in the use of spectral indices and multispectral classification.
