 Santos alone planned three trains: There were also three other LNG projects; 12 extra trains could therefore require continious exclusive, high security marine control by armed boats, with helicopter and plane back up ove Gladstome harbour and the Great Barrier Reef shipping corridor, with a 2km exclusion zone.
 Power to exclude all other activities: The extraordinary LNG growth planned for Gladstone was set to exclude all other activities, over ranges of up to 2 km for most of the week, 52 weeks.
 Expected to follow US high security model: The Port of Gladstone was expected to follow the US model, where as many as a halfdozen armed U.S. Coast Guard vessels travel with LNG  ships through the harbour.  State and local police boats also travel with security flotilla. All other  boat traffic was forbidden; at pain of arrest, fines to $25,000 and prison of 10 years.
 Lockdown of Port of Gladstone:  Submission to the apprpvlas process showed locals feared terrorism risk, but imposition of high security rules was likely to do more damage to the coastal culture of Gladstone, than an LNG explosion. AAustralia was expected to follow US security process for passage of LNG carriers from Gladstone Port.   
 Security risk to Gladstone: In the US,  when LNG tankers go into an LNG Port to (charge or) discharge cargo:
 -  fast escort boats travel alongside each gas tanker as it travels to the terminal:
 -  aerial surveillance for the passage of the vessel into port is also provided by law enforcement.;
 -  a security zone extending 500 yards on each side, two miles ahead and a mile behind the tanker is imposed and other vessels are instructed to give the tanker a wide berth during its passage.
 Boat banned:
  - All boat traffic is forbidden in the moving safety zone. Six tugboats direct the ship's movements;
  - two  tugs  follow with LNG and oil fire fighting equipment.
 - U.S. Coast Guard crew boards and inspects the ship before it enters the harbour.
 - As many as a halfdozen armed U.S. Coast Guard vessels accompany the ship through the harbour. Also present are state and local police boats.
  - The restrictions remain in force during the loading process.
